Bosnia passes key police bill

The approval by the parliament of Bosnia and Herzegovina of a key law on police reform may lead to the start of EU association talks before the end of the year.

By approving a new law allowing the creation of a multi-ethnic police force, the upper house of Bosnia and Herzegovina's parliament has met a key condition set by the EU for talks on closer ties.

Under the new legislation, a multi-ethnic federal police force will replace the separate, ethnically defined forces in the Serb Republic and the Muslim-Croat Federation. The vote now formally enables Bosnia and Herzegovina (BiH) to open talks on a Stabilisation and Association Agreement (SAA) with the EU.

The SAA is considered a major step towards membership of the Union, and BiH is now the only country in the Balkans region without an approved roadmap toward EU membership. The start of the SAA talks could be approved by the scheduled 12 December EU Council.

On 3 October, the EU opened accession negotiations with Croatia.
