CROATS FROM BOSNIA AND HERZEGOVINA IN DIASPORA STATEMENT ON THE PRESENT AND FUTURE OF BOSNIA AND HERZEGOVINA Whereas, the 1995 Dayton Agreement has rewarded aggression and genocide by imposing an illegal and unjust division of the internationally recognized state of the Republic of Bosnia and Herzegovina into two “entities”: Bosniac-Croat Federation and Serb Republic, plus an autonomous Brcko District, Whereas, the Dayton Agreement has imposed on the country a dysfunctional system of 14 constitutions, 14 governments, and 180 ministers, Whereas, the Dayton Bosnia and Herzegovina has been turned into a protectorate, governed by an International High Representative and his huge and well-paid bureaucracy, Whereas, the Serbs have absolute control in the Serb Republic and the Bosniacs a dominant role in the Federation, while the Croats in Bosnia and Herzegovina are deprived of full equality and the true protection of the law, Whereas, even ten years after the Dayton Agreement was signed and over five billion dollars of foreign aid was poured into it, the country is not moving forward politically or economically but still remains a source of instability in the region, Whereas, the present attempt by the US State Department and its allies to “fix” the Dayton system is nothing less than forcing the Bosniacs and the Croats to legalize the illegal and unjust Dayton Agreement under the pretext of “negotiations”, but with the ultimate goal of retaining the status quo and of securing the permanent existence of the Serb Republic, regardless of the fact that this evil fruit, legitimized by the Dayton Agreement, evolved from a genocide, Therefore, we Croats from Bosnia and Herzegovina living outside its borders call upon all Croat, as well as Bosniac, political leaders to do the following: 1. Reject all meaningless cosmetic changes of the Dayton Agreement. 2. Reject reaffirmation of the Serb Republic and demand its abolishment, as well as of the Federation. 3. Declare null and void the illegally imposed and unjust present system. 4. Negotiate only under the condition that both “entities” and the District of Brcko be eliminated. 5. Find a just and functional constitutional framework that will, according to recognized democratic standards, guarantee freedom and equality under the rule of just laws to every individual and every people (Bosniacs, Serbs, and Croats) in Bosnia and Herzegovina..
